Each session will be presented by a group of Russell Kennedy’s expert local government lawyers. The webinars will provide Council officers with valuable knowledge that is integral to local government property transactions.

Session 2 - COVID-19 and Leases – Recent Updates and Practical Lessons,

Four months have now passed since the implementation of the Commercial Tenancy Relief Scheme (Scheme) and COVID-19 Omnibus (Emergency Measures) (Commercial Leases and Licences) Regulations 2020 (Regulations). On 20 August 2020, the Victorian Government announced an extension of the Scheme until 31 December 2020.

In this session, we will explore the practical implications of the Scheme and Regulations, and their effect on commercial tenancy negotiations and rent relief, including:

  • Key aspects of the Scheme and Regulations, including new regulations which are expected to be published soon; and
  • Lessons learnt, and tips for landlords and tenants, in dealing with the Scheme and the impact of COVID-19 on tenancies.

Session 4 - Current Issues in Local Government Procurement,

The new Local Government Act 2020 is described as being the most “ambitious reform to the local government sector in over 30 years”. The Act, in all of its complexity, is being proclaimed across 4 stages, some of which has already begun implementation, and some still to come, which changes the establishment and operation of councils.

In this webinar, Russell Kennedy’s experienced Local Government team will provide an overview of the Local Government Act 2020, with emphasis on the changes to Part 5, Division 2 - Procurement, and Section 108 - Procurement policy. The session will also look to cover the implications that COVID-19 will have on this section’s implementation.

  • What is involved in the Local Government Act 2020 Part 5, Division 2 – Procurement, and what has changed;
  • What is Collaborative Procurement;
