David Vorchheimer is a Registered Planner and an experienced planning, environment and government Lawyer.

David has extensive experience in local government, planning, environment and related matters having worked as a planner, planning advocate and manager of planning building in local government, including at the cities of Port Phillip, Yarra and Knox.

David has appeared at the Victorian Civil and Administrative Appeal Tribunal in excess of 300 planning matters, as well as, before Planning Panels Victoria and other forums predominantly on behalf of Councils.

David was formerly the Senior Advisor to the Premier of Victoria on planning and local government matters and is a past president and former committee member of the Planning Institute of Australia (Victoria division), former board member of the Victorian Planning and Environment Law Association, the current Honorary Legal Counsel for the Institution of Surveyors Victoria and a current member of the Urban Development Industry Association (Victoria) planning committee. David regularly provides advice and training for local government on planning, environment, governance and related matters.

Experience

  • Drafting agreements, reports and resolutions and advising on complex planning and local government matters;
  • Conducting mediation, consultation and negotiation with the community, government agencies and industry bodies;
  • Regularly representing clients at the Victorian Civil Administrative Tribunal;
  • Planning scheme amendments and appearing before Planning Panels, Ministerial Advisory Committee hearings and Environmental Effects Statement (EES) proceedings;
  • Advising on requirements and processes under Local Government Act;
  • Advising on compulsory acquisition and compensation for land acquisition;
  • Advising on valuation disputes;
  • Advising on renewable energy projects;
  • Advising on major projects;
  • Professional development and training for local government councillors and staff; and
  • Developing, formulating and implementing policies, strategies, controls and procedures.
