Marcus’ areas of practice include planning, environment, building, public health law, local laws/domestic animals and water law. He provides advice to local councils, government departments, water businesses and private clients and acts for clients in compliance and enforcement matters under a range of legislation.

In addition to his legal qualifications, Marcus has an undergraduate Arts Degree (Honours) majoring in Geography and Environmental Science.

Experience

  • Prosecutions, enforcement and compliance - various legislation, including planning, environment, building, public and environmental health, domestic animals and local laws

  • Conduct of proceedings in the Magistrates’ Court of Victoria, Victorian Civil and Administrative Tribunal, County Court of Victoria, Supreme Court of Victoria (including Court of Appeal) and the High Court of Australia

  • Preparation of instruments of appointment and authorisation and instruments of delegation

  • Preparing guidance and training materials for Government - including the Public Health and Wellbeing Act 2008 'Implementation Toolkit' and 'Guidance Manual'; the 'Stronger Planning Enforcement Framework'

  • Legal education services to client and industry groups

  • Drafting commercial agreements

  • General advice regarding land use and planning, environmental management and impact assessment

  • Advice on property law litigation

  • As well as a lawyer Marcus is also a trained geographer
