Victor is a recognised senior practitioner in aged care, retirement living and disability law. With over 30 years’ experience, he is a trusted legal advisor and litigator to his clients. He practises in the regulatory compliance and public law area, as well as litigation and prosecutions. Victor has a Masters in Health and Medical Law, and was recognised by Best Lawyers as the 2023 "Lawyer of the Year" for Retirement Villages and Senior Living Law in Melbourne, he was also named Best Lawyers’ 2014 Melbourne “Lawyer of the Year” for Health and Aged Care Law. Victor has been recognised in 2014 - 2025 for his expertise in Government Practice and in Retirement Villages and Senior Living Law in 2017 - 2025.

Experience

  • Acting for many of the leading aged care providers in Australia and the peak bodies, assisting them in dealing with regulators including challenging accreditation and sanctions decisions and notifications.
  • Advises clients with compliance responsibilities under the Aged Care Act and its Principles, as well as other relevant laws, and the NDIS rules and regulations.
  • Provides advice on compliance and quality matters and handles client complaints and disputes.
  • Advises on non-compliance matters, including sanction and accreditation decisions, disputes, notices, coroner's matters and major incident investigations.
  • Experienced in Royal Commission matters, having led Russell Kennedy’s team for the Royal Commission into Aged Care Quality and Safety.
  • Presenting professional seminars and training programs and author of a number of articles in leading journals.
